(1) Seeds are the grains or ripened ovules of plants used for sowing.


(2) Seeds are the fertilised ripened ovule of a flowering plant containing an embryo and capable normally of germination to produce a new plant.


(3) Section II, Chapter 12 deals with oil seeds and seeds.


(5) Plants and parts of plants (including seeds and fruits) of a kind used primarily in:

* perfumery,

* in pharmacy or

* for insecticidal,

* fungicidal or

* similar purposes, fresh or dried, whether or not, crushed or powdered as covered under Exim Code 12.11, import of which has been shown as restricted and which are not covered by the list mentioned in licensing note 2, may be permitted freely by the Actual Users without an import license subject to plant protection quarantine certificate.


(6) However, import of opium (papaver species), cannabis (cannabis species) and coca (erythroxylon species) shall not be permitted. This free importability shall not be applicable to items poppy, flowers and unripe heads of dried poppy, psyllium husk (isobgul), psyllium seed (isobgul), poppy husk and jojoba seed.


(7) There is a list of Crude Drugs, required for making Ayurvedic, Unani or any other system of medicine, which are permitted freely.


(8) Import of poppy seeds (Exim Code No. 1207 91 00) shall be allowed subject to several conditions.


(9) Import of salab misri (Orchis laxiflora) required for the manufacture of Ayurvedic, Unani or any other system of medicine shall be subject to CITES.


(10) Import of samples of seeds when it is ‘restricted’ items, need authorisation.


(11) Import of seeds is subject to quarantine condition.


(12) Import of certain seeds is permitted in accordance with import permit granted under plant quarantine (Regulation of Imports into India) Order 2003.


(13) Application for import of certain specified seeds/planting materials under the provisions of current Exim Policy and new policy on Seeds Development, 1988.

(a) You have to provide name and the complete address of the foreign firm, phone no., Mobile no., Email ID, Country who is/are providing seed planting material to the importer in India.

(b) Details of registration of the firm with National Seeds Corporation (State Department).

(c) Date of Issue of above registration along with validity.

(d) Details of seed Dealer License (if applicable) issued under Section 3 of seed (Control) order, 1983. Copy of the valid license is required.

(e) Details of seeds planting materials proposed to be imported.

(f) Catalogue/details, information as furnished by the seed supplier from overseas.

(g) Details of hybrid variety and details of parental lines.


(15) Importer should mention whether importer has established PEG facilities as specified in plant quarantine (Regulation of Import into India) Order 2003 (if applicable).


(16) Details of importers recommended by the EXIM Committee against which import effected by the importer for the last two years, if any.

* Date of recommendation by EXIM Committee

* Scientific name of the crops and variety

* Quantity in kg

* Date of import


(17) The application for import of seeds is to be addressed to The Joint Secretary (Seeds), Ministry of Agriculture, Department of Agriculture & Corporation, Govt. of India, Krishi Bhawan, New Delhi – 110001.
